本研究は、山谷地域の抱える問題を解決するための共生の街づくりを目指していく一環として、1）生活困窮者の自立支援のためのエンパワメントを行い、彼らの全人的回復を目指し、2）コミュニティエンパワメントとして地域の主体間の信頼関係を高めて地域力をつけていくことを目的に、山谷地域の実情に即した形でのホームレス生活者の支援の在り方の検証、そして地域全体の活性化に繋がるための実践的な取り組みを提案するものである。欧米におけるホームレス生活者支援においては、アメリカを発祥としたHousing First Modelが導入されており、精神障碍と依存症が重複するホームレス生活者の支援に特に有効とされている。山谷地域における路上生活者にはアルコール依存症の問題を抱える人も多く、参考にすべき支援モデルである。このため、マルセイユ及びワシントンDCの視察を実施し、今後の研究において多くの示唆を得ることができた。その成果は、山谷地域においての同モデルの導入の可能性、更に導入に際しての問題点（家賃補助等における日本の生活保護の在り方の違い等）を報告書において明らかにしたい。尚、今年度以降は小規模とはなるが、継続して簡易宿泊所における面接調査（質的研究中心）を重ねていくことで、支援には何が必要かの検証を続ける予定である。また、まちづくり活動の一環として、ホームレス生活者の私立支援に向けてHousing First Modelに基づくホームレス生活者の支援事業を具現化していき、将来的には量的研究によるその有効性の検証に繋げていきたい。加えて、報告書では簡易宿泊所の利用計画、Housing First Modelを導入した施設を運営するNPOの設立、路上生活者の支援による減少と就労支援の取り組み、宿泊だけのまちから滞在するまちへと山谷地域の全体的な活性化に繋がるまちづくり計画を提案する。

The first phase of the activity is to provide private support to the housing first model, and the second phase of the activity is to provide practical support to the Housing First Model, and the third phase of the activity is to provide practical support to the housing first model. The report includes a plan for the use of simple accommodation, the introduction of the Housing First Model, the establishment of NPO, the reduction of support for road users, and the proposal for the activation of the entire valley area.
