本研究では、我が国の観光資源化の進む地域鉄道路線（いわゆるローカル線）と災害に関する歴史的背景、近年の構造物被害、観光に関する展開状況から、リスク指標の構築を行い、鉄道事業者の事業継続計画立案に関する方法論について考えることを目的としている。初年度である今年は、災害ハザードの視点から地域鉄道の実態把握に努めた。まず豪雨によって橋梁流出の被害を受けた路線などの現地調査、構造物老朽化等の調査、被災した場合の補助制度やそれに対する研究レビューなどを行った。昭和期において沿線で観光開発がおこなわれ、しかしながらレジャーの多様化やマイカー普及等で観光路線としての性格を失い、存続に関して議論がなされている鉄道路線の沿線住民に対するアンケート調査を行った。以上の調査から、長大橋梁流出のような大きな被害を受けた場合の公的補助には、その路線が地域にとって必要不可欠なもので、継続的に運営されていくための熱意や具体的施策が求められること、車両基地のような事業継続に関わる重要な施設は浸水エリア外にある事業者が多かったが、中には大きな被害が生じる可能性がある事業者もあり、検討が必要と考えられた。またアンケート調査からは、沿線観光資源とのコラボレーションの必要性を感じている住民も多いこと、通学需要への対応を求めることが多いこと、一方で、沿線に多大な負担が生じる場合にはバス転換などの施策もやむを得ないと考えている住民も一定数いることなどが明らかとなった。昭和期に開発された観光資源と鉄道との関係を再構築することも重要と考えられ、災害による運休リスクなども勘案しながら事業継続について考えていくことが必要といえる。
