项目摘要

はじめに本研究の体制として，研究代表者が統括する社会班の他，歴史班，経済班を立上げ，各班の研究計画を確認した。【社会班】2022年度は，まず地元住民との協力体制づくりが先行した兵庫県神河町において，以前に小水力発電所(200W級)が立地していた越知川流域を対象として，住民による継続的な流量測定(月2～3回)のしくみを構築した。併せて，機械式の水位測定を2022年10月末から開始し，年度内に2回，機械式水位測定のデータ(ロガー)を引上げ，半年程度にわたり問題なく作動していることを確認した。それらの結果を用いて，河川の水位(H)-流量(Q)曲線を作図し，水位から流量を推定する数式の準備をおこなった。さらに，流域の営農組合代表者や漁協関係者などを対象として越知川の水の使い方や昔と比較した現在の問題点などについて聞取り調査を実施した。【歴史班】2022年度は、明治から大正期の電気事業の全国的な動向を知るための資料の所在確認と，具体的な当時の状況についてデータ化し，電気事業の濫觴を把握することに努めた。具体的には，逓信省電気局編集『電気事業要覧』のうち，国立国会図書館デジタルコレクションにて全ページ公開されているものを抽出し，明治期から大正期にかけて，全国で開始・運営された発電事業の種類・規模・所在地のデータ化に着手した。電子アーカイブでは，解像度の悪さや当時の印刷技術に関わる紙資料自体の劣化もあり，全ての要覧をもとにデータ化していくには時間を要する。そこで今年度は，試行的に1922年に２度発行されたもののうち『第１４回電気事業要覧』を素材として必要項目を抽出し，データベース化を行った。【経済班】2023年度以降の本格的な経済評価に向けて，関連文献や参考事例の調査を実施した。
