2022年度は、（1）国立大学財政を巡る政策過程に関する資料収集・インタビュー調査、（2）国立大学法人運営費交付金の「成果を中心とする実績状況に基づく配分」の影響に関する分析の2点を行った。（1）本年度は研究計画のうち、民主党政権期（2009年～2012年）における国立大学法人運営費交付金を巡る予算編成過程に焦点を当て、各省庁が公開している予算関連資料、報道資料をウェブ上及び国立国会図書館等で収集するとともに、当時の政府部内関係者に対するインタビュー調査を数回行った。これらによって、従来の先行研究ではその詳細が分析の対象となっていなかった、予算編成過程の一端を明らかにすることができた。この結果に基づいて現在論文を執筆中であり、近日中に学会誌に投稿する予定である。（2）については、本研究課題の中心である政策過程の分析ではないものの、国立大学財政における「選択と集中」の一部を成す当該配分方法の実態の解明は、運営費交付金の配分方法が持つ実際の重要性を判断し、および法人化後の配分方法に関する政策過程の全体像を解釈するために重要であると判断し、実施することとした。具体的には、文部科学省から入手した当該配分の結果に関する資料に基づき、配分に利用される指標の設定過程、影響額の詳細な算出過程、重点支援における機能別の影響額の実態等を明らかにした。この成果は、日本教育行政学会第57回大会（2022年10月16日、於日本大学文理学部）において発表した。
