三年計画の最後に当るため、各分担者とも分担課題について研究のまとめに努力した。細谷千博は全般的概観を試みるとともに、吉田茂首相の1954年外遊の目的、当時の吉田の対外政策構想についても論文を準備した。有賀貞はアメリカのアジア政策の概観を準備するとともに、アメリカの保守派の対外政策観におけるアジアの地位について考察する論文を用意し、報告した。五十嵐武士は9月より米国に出張中であるが、ニクソン・ドクトリンについての論文を作成中である。小此木政夫は1980年代の朝鮮半島をめぐる国際関係について報告し、とくに金日成暗殺誤報問題を分析した。また緒方貞子は対中国交正常化に関する比較研究について研究を進めるとともに、ワシントンでの実地調査に基づいてレーガン政権の対外政策決定過程の特色について報告し、政権上層部は穏健派だが、中堅層以下には教条的保守派が進出している等の事実を明らかにした。渡辺昭夫は防衛費1%枠問題を国際的文脈と国内政治の文脈で検討した報告を行なった。山本満は日米とアジアNICSとの投資貿易関係について分析する論文をまとめたが、さらに新資料により、最近の状況に触れた論文を作成中である。黒柳米司は、アセアン諸国の政治動向を分析し、それが日米両国の利害とどのようにかかわっているかを論じる論文をまとめつつある。宮里政玄は、ベトナム戦争が日本の世論にどのような影響を及ぼしたかを分析した論文をすでにまとめている。草野厚は海外出張中であるが、牛肉問題をめぐる日米豪の関係をそれぞれの国内政治をからませて考察する論文を準備している。3月の最後の研究会では、研究成果の刊行準備について協議し、昭和63年度に刊行することを目標とすることになった。
