项目摘要

水害対策は、治水施設によるものと水防活動によるものに大別されるが、人的被害の防止・軽減という点では、後者の充実が重要な課題となってきている。水害時に適切な避難行動を行うには、警報・避難システムを確立し、緊急時にそのシステムが有効に機能することが重要である。本研究は、水害時の警報・避難システムを確立するための基礎資料を得るため、昭和57年の長崎水害および昭和58年の山陰水害について行った水害地住民の避難状況および水防意識などについてのアンケート調査結果を用いて避難の実態を把握するとともに、東京、名古屋、大阪の三大都市における水害危険地住民の水防意識調査結果にもとづいてその実態把握を行った。これまでに各種の機関で実施された調査結果を用いて平常時および水害時における水害への対応を検討するとともに、調査結果をコンピュータにより処理し、調査項目毎の解答結果に評点を与えて数量化をはかり、種々の検討を数量化【I】類による要因分析手法を用いて行った。その結果、水害時の住民の避難行動は水防意識の高さと水害情報の有無およびその伝達時期に支配されていることが指摘された。また、住民の水防意識は地区によりかなり大きな差のあることが知れるとともに、水防意識を向上させるには各市町村の避難計画の周知・徹底がきわめて有効であることが指摘された。さらに、従来の水害経験による水防意識の差は小さく、水害経験の風化が進んでいるという実態が明らかとなった。以上より、水害時の警報・避難システムの確立には水防意識の向上をはかることが重要であることが知れた。
