项目摘要

本研究は,大都市最適再発展策評価分析手法の開発とその実証的適用性について検討することであった. すなわち,規模・集積の効果顕現加速化システムという新しい方法を組み込んだ動学的最適プログラミング・モデルを開発し,これを大東京圏最適再発展策の評価に実証的に適用し,その操作性,有意味性を分析・検討することが目的とされている.1.今後,日本の経済成長において巨大都市,なかんずく大東京圏が果たす役割の重要性および問題点を指摘すると共に本研究の計量的目標を特定化した.2.次に,巨大都市を産業複合体として捉えたうえで,規模・集積の効果を技術的な外部効果として定式化し,その本質を解明してゆく.3.規模・集積の効果分析手法としての顕現加速化システムを開発・改良し, これが組み込まれた形での非線形動学的最適プログラミング・モデルを開発・改良した. これには, 三大政策手段としての幹線交通網の再編成,複合型市街地再開発,および産業の再編成が内生変数として無組み込まれており,動学的総合機械費用基準に基づく評価手法が確立されている. また,線形計画解法アルゴリスムを改良した.4.この非線形動学的最適プログラミング・モデルを大東京圏に適用し,実証的もモデルを特定化した変型を数ケース作成し検討した.5.組み込まれている政策変数群に制度的・社会的制約が無い場合について, 分析評価手法の操作性と大東京圏最適再編成のための処方箋を分析している. 非線形解法アリゴリズムについて誤差と精度の問題の難点に改良が加えられた. また,規模・集積の効果に焦点をあてた政策変数群のモデル内への組込みが適切にすされていること等が明らかとなった.
