Study on conditions of enactment and contents of educational ordinances and regulations in municipalities.

这项研究的目的是澄清各市镇教育法令和条例的颁布条件和内容。首先，我们将搜集到的约1200条教育行政法规分为以下几个部分进行定量分析;（1）教育委员会（2）教育机构（3）教育设施、学校管理（4）课程、教科书（5）教育财政和条件其次，经过上述审查，本文试图从以下几个方面来探讨法令的内容和功能：（1）会议、听证、请愿（教育委员会）;（2）教育理事会;（3）学校管理条例;（4）学区;（5）市政教育补助金

The aim of this study is to clarify the conditions of enactment and contents of educational ordinances and regulations in municipalities. Firstly, we classified about 1200 ordinances and regulations we could collect into the following several parts of educational administration and examined them in quantitative analysis ;(1) Board of education (2) educational institution (3) educational facilities, school management (4)curriculum, textbooks (5)educational finance and conditionsSecondly, after the above examination, we attempted to investigate the contents and function of ordinances and regulations in the next parts;(1) meeting, hearing, petition (board of education) (2) educational council (3) school management regulations (4) school districts (5) municipal grant-in-aid for education
