自治体行政の1つの大きな流れは行政の広域化であり、今後ともこの流れは強くなっていくものと思われる。本研究では情報化社会・高齢化社会が広域行政の持っている経済的な尺度にどう影響するかが分析された。分析にあたっては広域市町村圈という枠組,一部事務組合という枠組,複合事務組合という枠組で分析された。得られた分析の結果を概括すればつぎのようになる。(1).情報化社会の進展は広域市町村圈の従来の設定基準に大きな影響を及ぼす。特に人口基準による設定が余り意味を特たなくなることが判明した。(2).広域市町村圈の市町村の関係は情報化の進展により、圈内の関係は従来の市町村単位で行なわれていた行政項目の内、広域市町村圈単位で行なう方がより経済的である項目が出てきた。(3)広域市町村圈の圈内の結び付きだけでなく、圈間の結び付きが新たな視点として出てくることが判明した。(4).県庁所在地を含む広域圈は高齢化社会の進展がより緩やかであり、周辺市町村だけで作られた広域圈ないし中心都市が複数個存在する広域圈ではより高齢化の進展が早い。これらの比較分析により、高齢化が広域圈の活性化に及ぼす影響力に大きな差が認められた。即ち、高齢化の進展は広域化行政にマイナスの影響力を及ぼすことが判明した。(5).一部事務組合から複合事務組合への動きに対して高齢化・情報化ともプラスに働く事が判明した。
