老人ホームに関する歴史的研究の不十分さやたち遅れは、歴史研究における比較研究はもとより、歴史的資料の発掘,保存,公開の面で大変大きなたち遅れがある。このような事情から、本研究の第1年度の昭和61年度は、歴史的資料(原資料)の発掘に力点を注いだ。その結果・大阪養老院,神戸養老院,京都養老院,報恩積善会,岩手養老院の他に大勧進養育院(長野,現在の尚和寮)に明治16年以降の事業報告書が、府中静和寮(広島)に主に戦後の日誌,金銭出納帳,処遇記録等が保存されていることがわかった。この結果、明治,大正期に創設され、今日なお大きな役割を果している老人ホームの創設過程などを明らかにすることが、ある程度可能な資料が発掘できたことになる。これら資料発掘と資料整理の過程で(十分な分析が行えるところにまでは至っていないが)、養老院の処遇=生活援助の内容や水準について今日でも、きわめて劣悪で水準が低く否定的評価しか行われていないが、いくつかの養老院の食住の生活水準や余暇時間の過し方については、決して一般の人々の水準にくらべてひどく低いということではなく、処遇方法やその課題についても、今日の考え方からして大変に低い水準にあるものとはいえない状態であったことがわかってきた。むしろ今日も参考にすべき知見や方法上の原則について、原初的にではあるが、すでに試みられつつあったことも明らかになってきた。ただ公的制度化の遅れから、戦前期は私人や宗教家の努力で開拓されてきた分野であっただけに、それら成果の組織的継承の弱点が、戦前から今日へと発展させ得なかったものと考えられる。さらに養老院経営についても、個別施設による違いはあるが、公的補助への大きな期待を持ちながらも、慈善興業(音楽会など),後援会,目的寄附など独自の経営努力の中で、運営してきた熱意と創意,開拓性ある経営が多くの施設で行われてきたことも判明してきた。
