戦後米国では金融政策の責任機関である連邦準備制度理事会(FRB)と財政政策の責任機関である財務省がしばしば衝突した。例えばその代表的なものとして、戦後初期の国債価格支持を巡る衝突と1965年12月の公定歩合の引上げを巡る衝突を挙げることができる。そのたびに大統領を含む行政府の経済政策と独立的に連邦準備は金融政策を運営できるのかという問題が議会筋でも取上げられれた。1951年から1970年までFRB議長をつとめたウィリアム・マーチンは物価安定を達成させるためには、金融政策を独立的に運営できることを議会の各種委員会で主張し続けた。マーチンの主張は多くの批判にさらされ議会では連邦準備の協調性を増すための改革法案がしばしば提出された。そのなかでも1976年の連邦準備改革法案は重要であった。これらの改革法案は成立しなかったが、1978年完全雇用・均衡成長法で、1946年雇用法が修正され、FRB側がかねてから主張していた物価安定の目的が経済政策の達成目標の一つに加えられるとともに、他方連邦準備法が修正され、大統領の経済政策に対する連邦準備の協調性が要請されることになった。さらに1980年預金金融機関規制緩和・通貨管理法で、FRBの金融政策手段の一つである支払準備率操作の適用対象機関が拡大され、加盟銀行以外の金融機関にもFRBの操作が直接及ぶことになったことは重要である。前述の1978年完全雇用・均衡成長法でFRBは貨幣集計量の増加率の目標値を年2回議会に報告し、その目標値に基づき金融政策を運営することが法律的に義務づけられた。しかし金融革新下では、新金融商品の導入等によって貨幣集計量が予期せざる変動を示すので、この方法による金融政策の運営には検討を要すべき問題が生じている。
