近年、農家の家族員以外で農業に新たに参入するケースが全国各地でみられる。そうした事例は、既存農家数からすれば、極めて数少ないものであるが、このところ漸次増加の傾向にあるようである。農業への新規参入が増加している背景であるが、以下の諸点が考えられる。(1)新たな価値感・生き方を求め、農業・農村をこれまでと異なった視点で位置づける青年が登場してきたこと。(2)過疎地のような限界地では大量の荒廃地が発生し、農地取得の可能性がでてきたこと。(3)食生活をめぐって安全重視・本物追求の消費者の要求が強まり、産直等の販売方法が受け入れられるようになってきたこと。(4)農業の機械化等により省力化がすすみ、ワンマンファームといった形態で農業をやれるようになってきたことなどである。また、「新規参入農業者の就農経過、営農実態については、我々が行なった、面接聞き取り事例調査から以下のような特徴が指摘される。(1)「新規参入農業者は、就農動機、就業変化から大きく三つのタイプに分類できる。すなわち「学卒・職業選択タイプ、「脱サラタイプ、そして「転業タイプである。各々のタイプは、学歴、就農年齢、蓄積資金等で共通点をもち、特徴ある就農経過を示す。(2)彼等の就農過程においては、農地の取得、資金調達等様々な問題をもつのであるが、そうした中で注目されるのは、花等を中心とした「施設園芸、酪農を中心とした「畜産、および有機農業による「露地野菜に大別される彼等の希望作目、経営方式との関連である。(3)「新規参入農業者の営農については、一定の農業所得をあげ、農業経営として比較的確立しているとみられる事例は、概して「産直、契約栽培という販売方法をとり、それに支えられている。なお、今後農業への新規参入を展望しての研究においては、「農場形成の問題が不可欠であると考えられる。
