EC諸国の農業経営における生産費水準と生産費形成要因および農産物の生産者価格及び消費者価格の形成要因を調べて,日本のそれを比較分析し, 今後のわが国の農産物価格・市場・消費政策,農業生産政策及び農業構造政策の展開方向に対して重要な知見を得る.1, EC農業政策の中心は価格支持政策である. 生産費を節減するための農業構造改善政策には, EC共同予算はわずかしか使われていない. 青壮年場業就業者の経営規模拡大のための融資政策, 老令者引退促進のための農業年金制度などである.2, 農業の社会経済的役割として,雇用拡大効果が強く意識されているので,農業経営規模を拡大するために離農を促進することを抑制している. また治山・治水国土保全土保全効果及び農村のレジャー保養サービス供給効果を高く評価しているので,農業生産立地条件の不良地域では,様々な助成政策を講じている.3, 農産物の価格支持水準は,国際価格の2倍程度である. 長期的にみて,国際価格は,農産物に関して国際競争力が強いとみられている米国・カナダなどの平均的農家の平均生産費をも償わないような低い水準に低迷しているので,やがては,国際価格が上昇するものとみられている. したがって,内外価格差を余り問題としていない,ただし短期的には,農産物の支持価格水準を下げることなしに,供給過剰を制限することを最大限に優先させている. それでもって,輸出奨励金及び過剰在庫の処理費用を最小限に抑制しようとしている.4, わが国の農業は自由化を迫られ,さらにECのように高関税または高い輸入課徴金でもって, 国内農業を保護する対策をとることも制約されている. 日本独自の国内農業保護措置を検討しなければならない.

A comparative analysis of the factors affecting the level of production costs and the formation of producer and consumer patterns of agricultural products in the EC countries was conducted. The important views on the development direction of agricultural product patterns, market and consumption policies, agricultural production policies and agricultural structure policies in the future were obtained.
