1.本年度の課題と研究成果本研究の目的は、昭和62年度に、日本のサービス経済化現象と福祉サービス供給主体としての政府の役割との関係及び広義の福祉としての総合的社会環境の経済的側面(経済的公平、社会サービスとしての効率的提供のシステムの構築そして社会的資本整備に関する経費負担配分の問題)の分析に焦点を当て、地域経済社会構造の変化と地方財政政策を公共政策の中で据え、サービス経済下の福祉政策の課題と目標を明らかにすることである。この研究成果と財政分析の最新トピックを前提に、本年度の研究は、現代日本の脱工業化の社会経済構造の変化の中で社会サービスの提供と福祉の総合的社会環境を創出する「地域社会の社会的間接資本の建設と保全整備」の公共政策の理論と実証分析を一貫して展開してきた。「公共サービスと公共部門」グループでは、大都市圏域と地方との地域格差と大都市圏の特性について考察し、また高齢化福祉の下での厚生年金保険の財政と公平に関する分析それに医療の社会化の中での医療政策の目標と在り方が検討された。「生活関連施設関係」グループでは、混合経済体制の下での社会的環境整備のためのシステム論の可能性について考察し、地域経済を自然環境と水資源配分の枠組みの中で捉え、合理的な公共政策の可能性を探求する研究。そして国と地方政府の産業経済支出の地域配分、およびその支出が地域ごとの厚生水準に及ぼす効果を分配の公平面と効率の観点から具体的に推計することが行われている。「地域政策」グループは、都市再開発等の地域政策と都市政策の理論と政策ならびに土地利用問題と税制を検討した。公益事業の公共政策と社会サービス提供の効率化の評価についても、考察を行った。2.成果の公表……成果『サービス経済と福祉政策』として研究成果報告書を印刷し、将来これに手を加えて学術研究書として出版を計画。

This year's topic and research results The purpose of this study is to analyze the social environment of Japan's economic development, welfare, supply, government and social relations, and the social environment of Japan's economic development.
