项目摘要

選定したフィールドについて、調査ならびに資料の検討を行った。前年度までにすでに地区(村落)の政治課題となっていた共有地の管理方法について、(1)共有地の代表名義人について改めて確認するか、あるいは(2)区民代表者名義に切り替えるか、にかんしては従来どおりの方法をとることになった。このように土地所有・管理の問題はとくに地域存続の基盤として重要な意味をもつ。この共有地については、その名義人が従来村落の支配層あるいは名望家層であるが、この階層の地位の実質が変質し、この階層の動向は地区への定住志向に対して重要な意味をもちはじめている。そこに土地所有の生産手段としてもつ意味の派生がみられる。なぜならば、この階層が今日小売業、サービス業、公務などに従事し、そうした動向は、地区が過疎化、高齢化による地域社会解体の顕著な事例として、地域社会再編の課題に直接関わることと、地域住民にとって地区が生活基盤としてありつづけるためには、より広域の地域(行政的範域)の中でどのとような地域社会再編の機能を担いうるかに地区の、ひいては離島である自治体の今後がかかっていることを示唆しているからである。それは従来、地区が工業都市(兵庫県尼崎市を中心に)における工場労働力の供給地としてあった結果、その労働者生活の不充足状態を調整ないし緩和する機能を地区(故郷という形での村落として)がもっていたそれの変質をもそこにみることができる。それは、そうした工場労働力の供給地としての地区のあり方によって地区の存続が循環しなくなっているからである。このような現在、都市と農村といういわば特定の点と点との連関性がいぜんのあり方を弱化させる一方で、地区という点がおかれた離島(これは他の農山村地域にも通ずる面をもつ地域という意味を含む)という文脈における地区の再生が追及されなければならない段階にきていることを示しているといえる。
