本研究は, 第一次世界大戦前のドイツをめぐる国際資本移動(長・短期の資本輸出入)の実態, 大戦期参戦各国が施行した敵性資産管理資料を利用して解明することを目的としたものであり, 今年度に行なった研究によって次のような新たな知見と成果を得た. 1.大戦期の各国敵性資産管理資料の存在形態では, ドイツ側資料中の在敵国ドイツ資産と敵国側資料中の国内ドイツ資産(いずれもドイツの資本輸出)に比して, 在ドイツ敵国資産(ドイツの資本輸入)に関するドイツ及び敵対諸国試料の存在様式の全容が尚不十分明であり, ドイツ政府内部文書の収集・整理を継続中である.2.それでも大戦直前ドイツの国際資本移動の実態=残高構成の特徴として, (1)長期資本輸出残高350億マルク中の欧米向け残高の予想外の高比率(証券投資では英8%を含む西欧が13%, USが14%, 直接投資中の欧米分残高はそれ異常の比率)と対英米証券投資の7〜8割を占める巨額の在外保管証券の存在, (2)並びに資本輸出の1割規模に達する, 主に英米仏からのドイツの長・短期資本輸入の存在とが判明した.3.このようなドイツをめぐる国際資本移動の実態の概要は, 従来の研究史が指摘してきた後進・植民地向け長期投資と先進国短資移動の枠組に加えて, 先進諸国相互間の長期資本移動をも含めたヨリ包括的な資本輸出・国際資本移動論の構築を要請するものと思われる.4.以上の概要把握に続く今後の研究課題は, ドイツと先進諸国相互間の長・短期資本移動の実態(構造と動態)の一層綿密な検討とその機能の分析であるが, その場合の枢要な論点の一つとなるのが, 在敵国保管証券の半分を占める在英保管分(対英投資の8割+対US投資の3割)の役割であり, 差し当り, 本研究のケース・スタディとして「第一次大戦前の先進国間相互投資とドイツ大銀行ロンドン支店の業務」の研究を計画している.
