1950, 60年代の国有林経営にあっては, 国有林長期計画, 林力増強計画, 木材増産計画があいついで樹立され, 事業の指針となった. 従来の計画は, 名実ともに保続原則という森林経営の内部論理が貫徹していたが, これらの計画にあっては, (a)木材需要の急増という外部からのインパクトへの対応を体系内へとりいれながら実行してゆく必要があったこと, および, (b)計画という枠組の中へ生産力追求の方向性を盛り込もうとしたこと, の二つの点で, 画期的内容をもつものであった. けれども現実の国有林経営計画の策定実施の過程, とくに現場の営林局, 営林署の段階で指針がどのように具体化されたかについては, 従来ほとんど究明されていなかった. 本研究は, 一方では, 都内の諸機関が藏している林野関係行政資料の中から当時の経営計画編成に関する上級, 下級官署間の往復文書などを収集してそれを整理した. また他方では, 事業活動が最も旺盛に行われた高知営林局, より具体的には同局管内の魚染瀬, 大橋両営林署の事業状況を対象にして, 保存資料の検討と精通者からの聞取りによってとりまとめた. 調査結果のとりまとめはまだ完成の域に達してはいないが, 現在までにえられた知見を要約すると, 次の通りである.(1) 3つの計画のうち, 具体的な事業実行の過程に実体的影響をもったのは林力増強計画のみであり, 他の2計画は末端においては具体化していない. (2) 営林局と林野庁との間では, 林力増強計画の実行方法をめぐり伺いと回答という形でしばしば文書が往復しているが, そこには計画手法そのものに関する新しい考え方は, 必ずしも十分に盛られていない.今後, 収果資料の詳しい点検によって上記の諸計画とくに林力増強計画の功罪を考察する予定である.
