项目摘要

本年度は被災にともなう集団移転の典型事例として、昨年度に続き長野県中川村四徳地区を対象とする現地調査を実施した。また、開発行為にともなう集団移転として神奈川県山北町三保地区、広島県三良坂町灰塚地区を調査対象とした。中川村四徳地区は1961年伊那谷災害によって壊滅状況になったが、行政体による跡地買上げと移転助成によって周辺市町村へ分散的な移転の形態をとっている。移転先の環境に応じて、就業・生業形態に地域差が生じており、駒ヶ根市へ移転した世帯では農耕を継続しているが、他町村では代替耕地の制約によって脱農、勤労世帯化している。後者の場合には高度経済成長にともなう就業機会の増出によって生活再建を可能ならしめた。当初は被災地への通勤農業も計画されたが、世代交代や交通手段の不足によって中断し、耕地および山林の荒廃化が進行している。山北町三保地区は三保ダムの建設によって水没したが、代替地は宅地の等価等積方式にもとづいて配分され、旧来の経営耕地規模による村落内の階層構成・秩序が大きく変容し、早くから兼業もしくは脱農していた雪細層の社会的地位が相対的に上昇した。この地区においても集団移転先の立地条件によって就業の地域差を生じている。ダムが新たな観光資源として注目されるようになるとダム近接地へ移転した世帯は観光業を営み、市街地に移転した場合には小田原、東京への通勤もみられる。三良坂町灰塚はダム絶対反対を唱えていたが、1972年の江の川水害を契機として柔軟な対応に変化し、関係町村の振興計画に連動した「生活再建地区」と命名された集団移転地を了解してきている。この変化には1974年の水源地域特別措置法施行による政策誘導も大きく寄与している。これら3地区に共通する現象としては、例えば村社の移転にみられるように旧来からの生活共同体の紐帯を維持しようとしていることである。
