项目摘要

我国の地震災害を考えると, 日本では都市への人口集中が特に顕著であるので近代都市が直下地震による被害を受ける危険は急激に増大している. これらに対応するため1889年熊本地震の場合をモデルとして直下地震による近代的大都市地震災害の特徴を検討し震災対策に役立てることを行った. 熊本地震の場合には震央位置の確定などから立田山断層との関連が特に顕著である. 立田山断層露頭調査からこれが確実な活断層であることを明らかにし, 加えて立田山断層の変位速度が0.1mm/y以上であり, その活動の開始時期がおよそ20万年前まで遡る可能性を示した. 熊本地震との関連で, 今後も立田山断層の詳細な履歴の解明が望まれる. 次に, 木造家屋の模擬地震動による応答と熊本地震による被害(「全潰」及び「半潰」)との比較を行い, 両者の対応の良い地域と悪い地域とを明らかにした. 両者の対応の悪い地域とは, 立田山断層に沿う地域である. この過程において, 従来安易に用いられている「全壊」などの被害判定を実物引き倒し実験結果を基に批判的に検討し, 新しい全・半潰判定基準などを確立した. 常時微動の測定を行ない, 1587年以降に干拓された熊本市南西部地域の天明町近傍, 沖積地盤, 洪積地盤地域等の地盤構造解明に有益な知見を得ることができた.これらの結果を総合して巨大地震による近代的大都市地震災害について新たに問題となる点を指摘することができた. その主なものは(1)高層建築物上層階に生じる被害について適切な予測とその防災対策の問題, (2)災害発生様相の変化予測と対策, (3)地震予知との関連を考えねばならぬ必要性と有効性の新たな認識, (4)避難誘導態勢の根本的改善の必要性, (5)コストベネフィットの考慮を取り入れた根本的対策樹立の必要性などである. これに対し, 当面どのような対応をとるべきであるか, とることができるかについて提言を行っている.

The result of this is that the earthquake disaster in modern metropolises is a new problem.
