项目摘要

災害発生時における警告, 要救助通報, 救難指令, 避難指令の伝達は, 時々刻々の変化の激しい状況下で, 心理的にも極めて不安定な, 不特定多数の当時者間で行わねばならないので, 情報の伝達には, 簡潔な表現と方式を考えて, 伝達の確度向上を計る事が必要である. 本研究は電話通報による要救助者の位置確認とそれに伴う救助指令または避難経路指示を地図データ・ベースを利用して簡潔な略図を作成し, 画像で表現された指令として伝達し, 救助活動, 避難行動などの敏速化と正確化を計ることを目的として次の研究を行った.1.緊急通報の内容から位置確認に必要な情報をとりだし, 要救助地点の確定を行うアルゴリズムの開発をおこなった. 具体的事例として, JAL-123号機墜落地点発見までの記録を辿り, 目撃者通報の言語情報をfuzzy numberで表現し, 複数の情報を組み合わせることによって, 実際の発見時より, かなり早期に位置確認できる可能性を見いだした.2.地図データ・ベースは現在, 入手可能なものはすくないので, 市販の地図を画像入力し, 画像処理によって道路部分を抽出し, さらに複数の部分地図から, 必要部分の合成道路地図をディスプレイするアルゴリズムを開発した.3.地図上で与えられた2地点間を結ぶ経路の中で, 分かり易さを考慮した最適経路を算出するアルゴリズムを開発し, 簡単な例について実行し, 結果を略図として表すことに成功した. 今後は, 交通ネット・ワークの使用, 略図にしたがった音声による説明機能を開発する.
