项目摘要

本年度は6つの個別研究課題について研究をすすめるとともに, 研究課題に関連する研究動向の把握のために, 格子をまねいて研究交流をおこなった. まず第1課題である「リスク概念の発生経緯と環境政策との係わりの解明」について, 文献およびヒヤリング調査により確率論史からみたリスク概念の発生経緯としてベルヌーイ論文をとりあげ, 現代的意義について検討した.第2課題「リスクの発生・伝搬構造の解明」については, 都市における物質循環をシステム論および経済学の観点から考察することによって, リスク要因を生起せしめる社会経済構造の特質を明らかにするための方法論的検討および予備的なデータ収集・解析を行なった.第3課題「リスクの被害構造の解明」については, 日常生活において人々が人為起源物質とどのようにつきあっているかの実態把握として, 美容員の顧客を対象にして大規模アンケート調査を実施した.第4課題「先端技術リスク評価の理念と枠組み:リスク評価支援システムにむけて」では, バイオテクノロジに代表される先端技術のリスク分析の特徴と枠組みを明らかにするとともに, 評価支援システムの開発にむけて基本的機器の購入をおこなった. 第5課題「リスク管理手法と経済合理性」については, 自然現象由来のリスクと比較して, 人為的要素が強く被害発生の不確かな場合のリスク管理手法の特質についてゲーム論的考察を加えるとともに, 関連事例の収集を行なった.最後に第6課題「リスク管理法制の方向づけ」については, 関連分野の専門家のヒヤリング調査によって, 人為的要素の強い場合のリスク管理法制を構想する場合の留意点について検討した.

This year, we have 6 individual research topics. The first topic is "the development of the concept of pollution and environmental policy and its system of explanation". The literature and research on the development of pollution and environmental policy are discussed in detail. The second topic is "the explanation of the origin and evolution of social structure", which aims to investigate the main causes of the occurrence of social structure and the characteristics of social structure in urban areas. The third topic,"Understanding the structure of the victim", focuses on the implementation of large-scale surveys of beauticians and customers in daily life. The fourth topic "Advanced technology research and development concept and group: research and development support system development" is to represent the characteristics of advanced technology research and development, research and development support system development and basic equipment purchase. The fifth topic,"Management methods and rationality", focuses on the origin and comparison of natural phenomena, and the investigation of man-made factors, such as the occurrence and uncertainty of natural phenomena, and the characteristics of management methods. Finally, the sixth topic,"the direction of the management system," is discussed in this paper.
