项目摘要

基軸通貨国(アメリカ)の債務国化という現象を分析するためには、アメリカの経済的覇権が確立していく過程を分析し理論化する必要がある。今日の債務国化という現象は覇権の衰退として把握されるべきであるし、経済的覇権を成立させている金融的要因の喪失である。そこで、まず、覇権確立のプロセスを研究することにした。それは両大戦間のアメリカ資本主義を分析することにほかならない。この課題は、すでに多くの研究業積を生んでいる。本研究ではこれらの業積をサ-ベイすることにより、従来の研究には、次のような点で分析が不十分であったり誤っていたりすることがわかった。(1)1920年代のアメリカ資本主義は耐久消費財需要に主導された成長であったが、なぜ相対的に高投資ではなかったのか。(2)労働分配率の低下による消費需要不足が大恐慌の原因であるというが、なぜそれを補うだけの投資需要の増加が生じなかったのか。(3)株式ブ-ムによる好循環が持続し得なかった理由。(4)いくつかの経済ブロックに分裂していた覇権多極化構造のもとでの世界経済の不安定性。これらの問題について、不十分ながら、解決の方向性を明確にした(研究成果を参照)。次に第二次世界大戦から1971年のニクソン新経済政策までのアメリカ経済覇権確立と衰退のプロセスを検討した。その際、国際通貨制度が金為替本位制であったという性格規定が重要である。そうでなければ、1971年以降の金交換停止のもとでの変動相場制の本質が理解できない。金為替本位制を崩壊させたのは、アメリカの相対的低成長→相対的低生産性→競争力低下をベ-スとしながら体制維持のための多額の援助などが過剰ドルを形成していったことにある。1971年でアメリカの通貨覇権は消失した。その後、両大戦間のようにブロック経済化しなかったのは、アメリカに代わりうる覇権国が生じなかったことによる。本研究では、詳細にこの点を研究している。
