イギリス人は理論より経験を重視するために、自国に新たな教育制度を制定するとき、必ずそれに先立ちそのための教育実験を行っている。イギリスが19世紀に国内に設立した近代都市大学(civic univ.)についてもそれが言え、当時支配していたアイルランドでそのための実験を行ったのではないかという仮説をたてた。本研究は、この仮説を実証するために、イギリスがアイルランドに設立した新しいタイプの大学Queen's Universityの特質を明らかにすることを目的とする。1.新大学は、地方中産階級の教育洋弓及び地元産業の発展という現実的な要請に基づいて設立された。2.新大学は、アイルランド国内の宗派的対立を考慮して、無宗派の大学とするが、ボランタリズムに基づく宗派教育の実施は認めていた。3.新大学は3校によるカレッジ・システムをとった。4.カレッジ設立のための土地の購入及び建物の建築等の資本的支出については、政府が財政負担をした。5.図書、標本、装置、器具等の準備についても、政府が財政負担を行った。6.政府はカレッジの経常費に補助金を支給したが、その使途を人件費と学生維持費に限定した。7.学生の寄宿舎については、政府援助の枠外においたが、後にこの節約方式が問題となった。8.教授の人事権と給与の負担者とを一体化した。以上を総括すれば、新大学はイギリス政府主導の国立型大学の創設であったといえる。これがイギリスへいかに引き継がれていったかが、今後の研究課題である。
