当初の研究計画に従って実施したが、以下のような研究成果が得られた。更に進めていることも含めて報告する。1.東日本の都道府県教育委員会訪問調査については次のように実施した。昭和63年8月に、東日本7県及び2政令指定都市教育委員会の主任管理主事クラスの担当者に対して、研究分担者が手分けして面接査を実施した。これにより得た資料を検討した結果、以下のことが明らかになった。(1)管理主事の仕事は、人事事務処理能力、情報収集能力、教育行政の識見、などが求められる。(2)管理主事として必要とされる専門的力量は、中堅教員研修を中心とする現職教員研修や、管理主事としての任用後の厳しい職務の中で形成される。(3)概ねこのように把握できるものの、各県によってその実態は多様であり、個々の管理主事の力量及びその形成過程についてはアンケート調査による詳細な分析によらなければ把握し得ない。2.個々の管理主事へのアンケート調査については、平成元年1月末から2月中旬にかけて実施した。具体的には全国の道府県委員会本庁及び地方教育事務所へ調査票を配布し、約4割を回収した。このデータを整理し、コンピュータに入力し、管理主事の専門的力量の内容と、その形成過程についての属性別クロス集計とその分析を終わったが、更に詳細な分析を進めている。3.全国の都道府県教育委員会規則などの資料・文献の収集と、それらの利用については、38県の教育行政関係条例・規則集(39冊)他、各種資料や文献を収集することができた。これらを上記の分析や確認の際に利用している。
