今日、わが国の大学、特に公立短期大学にとって、地域社会との関係をどうするかは、共通の大きな課題である。公立短期大学が地域社会によって設立・維持される以上、その教育・研究機能や施設・設備を地域のために役立てるのは当然のことであるが、現実にはさまざまな制約もある。果して、何がどこまで可能であり、どういう障害や制約があるか。また、どのような方法が各大学によって工夫され、構想されているか。本研究は、そうした現状と将来の可能性を、実態に即して探ろうとするものである。文献・資料による基礎研究は、欧米諸国の事例を含めて前年度までに一応終了していたが、それを基礎としながら5月から8月までは、特に公立短大協会の手による実態調査を過去数年にわたって分析することに作業を絞り、あわせて、いくつかの短大を訪問して問題点、成功と失敗例、施設的条件、財政上の制約などについて予備知識を深めた。9月以降は53の公立短大に対するアンケート調査表の原案作りにとりかかり、何回かの練り直しを行った上で1月に予備調査を実施した。原案づくり慎重を期したこともあり、作業は予定よりも遅れたが、質問紙が2月に刷り上がったので、直ちに全国の公立短大に対して発送し、目下、その回収と整理にあたっている。アンケートの中身は別紙の通りであるが、(1)フェースシート、(2)施設設備の開放状況、(3)教育機能の開放状況、(4)研究機能の開放状況、(5)将来構想の五領域に大別される。特に(3)においては、推薦入試、社会人の入学制度、特別聴講生制度、公開講座、社会人講師の導入などについて詳しく尋ねることにした。作業は、平成元年4月〜5月段階で集計と分析に進み、一部の訪問実態調査とからませながら、成果として公表されるはずである。
