项目摘要

本研究は、航空輸送における規制政策の展開と産業組織について、理論的側面と制度的側面の両面から分析しようとするものである。具体的な基本目的は、第1に、日米の国際比較を通して、航空輸送の産業組織的特質を究明し、併せて、その日本的構造の特徴と問題点を明らかにすること、第2に、航空輸送における規制政策の展開と産業組織の相互関係を明らかにした上で、現在の政策の可能的条件と問題点を検討し将来の政策の展望と課題を探ることにある。本年度の研究は、全般的には研究計画にそって、産業組織論の命題・方法の検討を前提に航空政策の動向のパターンと産業組織の基本的特質との相互関係についての理論的検討を行なうとともに、主として、米国の学会動向に照らし規制・規制緩和のレビューを行なった。この点では、比較指標を類型・整理し検討した上で航空輸送の産業組織の一般的特質を明らかにするとともに、産業組織面に対する規制の影響・評価についての所見をある程度、系統的に整理することができた。後半では、規制政策の転換期を確定し、日米の規制統制下における規制政策の諸相、および規制政策と産業組織の相互関係について実証的な検討を試みた。この点に関しては、とりわけ規制政策と市場構造との相互関連についての実証的分析に重点を置いた。これによって日本では、政策の介入による市場調整が伝統的に行なわれ産業組織面に大きな影響を与えてきたこと、規制政策の展開と市場構造との関連では、日米間では大きな隔たりがあることが分った。後半の研究では、規制政策の形成・展開のプロセスと産業組織の変化を一定程度、動的に把握することができたことは収獲であった。今後は、各種指標、統計資料などの再検討によって産業組織的分析の有効性とその限界・問題点を解明して理論的分析を補足し、実証的分析の内容を精緻化させたい。

This study focuses on the development of regulatory policies for air transportation, industrial organization, theoretical and institutional aspects of air transportation. The basic objectives are: 1. To clarify the characteristics of the air transportation industry, 2. To clarify the relationship between the air transportation industry and its regulatory policies, 3. To discuss the possible conditions and problems of the current policies, and 4. This year's research is based on a comprehensive approach to research planning, industrial organization theory, methodology, trends in aviation policy, basic characteristics of industrial organization, and interrelationships. This paper discusses the general characteristics of the industrial organization of air transportation, the influence of regulation on the industrial organization, the degree of observation and the system arrangement. In the second half, the period of change of regulatory policy is determined, and the phase of regulatory policy, the relationship between regulatory policy and industrial organization are examined. This point is related to regulatory policy, market structure, and correlation, and empirical analysis. Japan's policy intervention, market adjustment, industrial organization, impact, regulatory policy development, market structure, and relationship The second half of the study is the formation and development of regulatory policies, and the transformation of industrial organizations to a certain extent. In the future, various indicators and statistical data will be re-examined to clarify the analysis of industrial organizations, and the contents of theoretical analysis and empirical analysis will be refined.
