项目摘要

本研究は住宅政策における自治体の役割について、その実態と今後の課題を明らかにしようとしたものである。この研究についての社会的な背景は次のようなものである。第一に、わが国における住宅政策がいよいよ地域に根ざした居住環境の改善を含む総合的な体系を求められつつあることである。第二に、地域に根ざし、自治体主導の住宅政策を蓄積させてきたイギリスにおける住宅政策は80年代大きく転換してきており、自治体における地域住宅政策再構築の動向は極めて示唆に富んでいることである。ここに日英の比較研究を行なった背景がある。イギリスにおける自治体住宅政策の動向の中から抽出される地域住宅計画の基本的用件は、(1)地域における住宅要求の把握、(2)包括的住宅政策の追求、(3)自治体行政サ-ビスの地域分権化を通じて地域住民の参加を保障しようとしていること、である。さて、わが国における住宅政策は建設省主導であり、地方自治体の住宅政策の展開は総じて低調であった。しかし、今日高齢社会を迎え、さらに都市における土地問題の深刻化とともに居住空間そのものが危機にさらされている状況の中で、いよいよきめ細かな住宅政策の必要性が認識されるようになってきた。1983年からの建設省による「HOPE計画」あるいは大都市地域の地方自治体を中心に取り組まれつつある自治体住宅政策の展開などは、その潮流に位置づけられるものである。上記イギリスの地域住宅計画の展開から汲み取ることのできる基本用件に照らしてみるとわが国のそれは、まだ地域住宅政策としての体系を整えているとは言えないが、地域住宅計画のシステムを形成する可能性と方向性をもった展開としてとらえることもできる。

This study focuses on housing policy, the status quo, and future issues. The background of this study is the social background. The first is to improve the residential environment in the country and in the region, and to integrate the system. Second, the accumulation of housing policies led by local governments and autonomous regions has changed from the 1980s to the 1980s. A Comparative Study of Japanese and English The basic elements of local housing planning are: (1) regional housing requirements;(2) pursuit of inclusive housing policies;(3) regional decentralization of local government administration; and (4) protection of local residents 'participation. The development of housing policy in the state and local governments is dominated by construction. The deepening of the land problem in today's high-rise society, the deepening of the crisis in residential space, and the necessity of a detailed housing policy are recognized. In 1983, the Ministry of Construction launched the HOPE Project, which was organized at the center of local governments in metropolitan areas. The development of regional housing plans is based on the basic elements of national housing policies and the system of regional housing plans.
