北海道における総合農協は、前史としての産業組合時代からの実績を含め北海道農業に不可欠の存在として成長してきた。専業農家が分厚く存在し、農業収入がその過半を占めるために農家の農協利用は総合的であり、特に「組合員勘定制度」の存在によって農家の資金管理が農協を通じて行われている。しかも、北海道は農業構造製作の影響を最も強く受けた地域であり、財政・金融政策が農協を通じて浸透している。そこで、農協資金き出入り関係(貸預率と貯借率)を指標として、地域農業構造の相違を反映した農協事業方式の類型的な把握をおこなった。第一の類型は、受託資金を含め大きく借入金に依存しており、それが貸付金にまわされる「借金組合型」である。金融を基軸として生産資材購買・販売事業を拡大するという事業方式である。この類型の農協は、戦後開拓を開発の基点とする大規模地帯に分布し、酪農では根釧・天北地帯が、畑作では十勝周辺大規模地帯が、水田では石狩川下流域の泥炭地帯が典型である。現在、負債問題が深刻であり、とくに水田地帯の土地改良費負担が問題化している。第二が「余裕金運用型」の農協であり、貯金吸収が借入金を大きく上回り、それが信連へ預金運用されるタイプてある。水田地帯の中・小規模地帯の農協がこれにあたり、兼業深化のもとで農協による営農指導事業の空洞化が多くみられ、収益部門は金融・生活事業に特化している。ただし、農外収益を営農指導部門に還元する事例も存在する。第三が「スレ違い金融型」であり、一方では制度資金を貸付金にまわしつつ他方で貯金を預金運用するタイプであり、十勝畑作地帯の芽室、中札内農協、ならびに中小酪農地帯の太田農協にみられた。収益的には生産事業(販売・生産資材部門)で収益をあげる構造を有しており、最も北海道的な事業方式である。
