米の低コスト生産と流通には、農業施設と機械の共同利用の効率化が大きな役割を果たす。そして、この共同利用組織は組織と運営形態に地域的な特色を強く持ち、加えて複雑な個別差が見られる。共乾施設の所有運営形態を例にとれば、1.農協所有-直営型、2.農協所有-利用組合運営型、3.組合所有-直営型等があり、それぞれ所有形態、稼働規模、運営組織、運営方式に特色ある形態を持っている。機械利用組合については、なお大きな地域性と個別差を強く持っている。本研究は、北陸における共同乾燥施設と機械共同利用組合等の共同利用組織の運営実態の調査分析をもとに、主要稲作地帯の米生産と流通の低コスト化へ、共同利用組織の効率化が果たす課題を明らかにした。共同乾燥施設の運営について、農協の運営方針と農家の営農対応、それに自治体の方針とがかさなりあうことよって、その運営形態には地域的に様々なものがある。北陸稲作地帯においても、富山県の「小規模施設自己完結型」、福井県の「大規模施設広域型」、石川県の中間型等のように限られた地帯でも地域差が大きい。このため北陸稲作地域における実態調査研究をもとに共同利用組織(育苗から乾燥調整出荷まで)の運営の費用と収支の調査分析とにより、稲作における共同利用組織の展開と効率的な運営のありかたについて明らかにした。1.管理運営主体の性格と管理運営方法、2.施設と機械の処理能力と稼働状態等を地域農業の特質との関連で分析する。ついで、施設の処理費用と機械共同利用組合の運営費用及びそれぞれの運営と経営収支とを、1.費用計算方式からみた類型的特徴、2.基準的原価計算方式からみた比較分析、3.運営と経営収支の類型的比較分析等により明らかにし、これらを地域農業構造、集落と利用農家の性格との関連で調査分析した。
