CROSS-CULTURAL COMPARISION OF THE RELATION BETWEEN ORGANIZATIONAL DESIGN AND INFORMATION SYSTEM DESIGN

本研究的重点是文化敏感的信息系统设计，本研究计划的目标是发展一种理论来解释文化与信息系统的采用和使用之间的关系，并为系统设计者提供一套实用的程序，通过对这些系统将被使用的文化背景的更大敏感性来生产更高效和有效的系统。为了建立一个基本的范式，在日本和美国进行了几次调查，即两次基于SC思维结构模式的价值模式调查，日经指数和华尔街日报的内容分析。对美国Chico的三家公司和日本濑户的三家公司进行了调查和访谈。本研究的结论有以下三点；(1)每个组织都有独特的差异。我们不能跨文化地转移这个系统。(2)因此，传统的系统设计范式应该改变。(3)具有文化敏感性的系统设计非常重要，特别是在跨文化的工作环境中。文化敏感系统设计的基本理念有以下五点；(1)从用户的角度出发进行系统设计。(2)从“目的拓展”入手进行系统设计。(3)基于聚焦目的，讨论用户的价值维度。(4)根据用户的价值维度，确定文化规范。(5)根据这些文化规范设计系统。这种文化规范的概念是文化敏感系统设计的关键。

This research focuses on the culturally sensitive information system design, The objectives of this research program are to develop both a theory to explain the relationship between culture and information system adoption and use, and a set of practical procedures for system designers to use to produce more efficient and effective systems by means of greater sensitivity to the cultural contexts in which those systems will be used.In order to establish a fundamental paradigm, several surveys have been conducted in Japan and the U.S.A., i.e., two surveys about value patterns based on SC Mind Structure Mode, a content analysis of NIKKEI and WALL STREET JOURNAL. Three companies in Chico, U.A.S. and three companies in Seto, Japan have been surveyed and interviewed.The conclusions of this research are following three points ;(1) Every organization has unique differences. We can not transfer the system cross-culturally.(2) Therefore, the conventional system design paradigm should changed.(3) The culturally sensitive system design is quite important, especial in the cross cultural work settings.The basic concept of the culturally sensitive system design are following five points ;(1) start the system design from the user's viewpoints.(2) start the system design from "Purpose Expansion".(3) discuss the user's value dimension, based on the focused purpose.(4) decide the cultural specifications, based on the user's value dimension.(5) design the system, based on these cultural specifications.The concept of this cultural specification is a key to the culturally sensitive system design.
