昭和63年度科学研究費総合研究(B)「海洋生物科学における基礎研究」班の研究報告書、ならびに第4回海洋生物活性談話会(向島、5月)などの折に得た基礎海洋生物科学およびその周辺分野の研究者の意見をもとに、7月(東京)の班会議で海洋生物科学研究機構の基本構想素案をまとめた。この素案に対する批判を、第2回基礎海洋生物科学シンポジュウム(新潟、10月)などに参集した研究者に仰ぎ、その上で、第2回班会議(新潟、10月)において素案をさらに改討した。この改訂素案をもとに、一部班員と関連分野の代表的な現役研究者とで意見交換を1月に東京で行った。一方この間、諸外国の状況や、多少とも可能性のある候補地などに関する情報収集を行った。以上の成果を踏まえ、第3回班会議(東京、3月)において、組織、規模、運営、予算、立地、既存の諸機関との関係などにつき実現可能性をさらに検討した。その結果、現代生物科学の先端的研究技術を駆使するに充分な施設、設備を備えた、海洋分子生物学研究所、海洋生態学研究所、海洋系統生物学研究所、深海生物学研究所(いづれも仮称)の4共同利用研究所、ならびにそれらの研究支援組織、大学院レベル以上の教育訓練組織などからなる国立基礎海洋生物科学研究機構の設置案(一次案)としてまとめた。この一次案を間連諸学会を初めとする諸機関に提示、公表するために、目下報告書を作製中で、本年度中には刊行出来る見込みである。
