発表場所の性格上,本科学研究費助成対象と銘打ってはいないが、既に二つの拙稿(11参昭)を当該研究課題について発表した。二つを合わせて以下に大要を示す。次いで、第二稿を書き終えて既に半年が経過したので、現時点での補足を簡単に記したい。(1)問題は日本の経常収支黒字の累積に対する対処策である。輸出削減,輸入増加,海外投資の三法がある。前二者に反対はしないが、過度に人為的な輸出削減・輸入増加は、資源の有効利用の観点から問題がある。しかし、ここではいかなる貿易政策が採られようと、かなりの経常黒字が今後5年の間に累積すると想定する(日債銀試算=2000億ドル)。この黒字への対処策としては海外投資による資金還流しかないが、従来の対米中心の民間投資方式は危険である。アメリカの経済・金融危機時に資金が一斉に引きあげられて危機を増加する可能性があるからだ。そこで第一次大戦時の臨時国庫証券型の国債を発行し、流入外貨を不胎化してインフレ圧力を予防することを提案する。他方、これによって一大基金を設定して財務省証券等のアメリカ証券を中心とする証券投資を行う。民間既保有証券も基金が肩代り購入する。この基金を同時に為替安定基金として活用する。国家基金である強味を利用して「短期借り・長期貸し」をベ-スとし、採算性を重視する。運用利益は最貧国援助や地球規模での環境保全事業に充てる。為替安定基金としては損失計上も覚悟せねばならないので、日常運営では採算性を重視すべきである。(2)1991年3月半ば現在では、経常黒字縮小もあって対米投資は目下漸次的に減少し、危機累積は避けられているが、ドル・ドル型投資や円投型投資の盛行を考えれば、アメリカへの「過度貸し」の危険性は「健在」である。上記提案は、いぜんとして有効である。
