1936年農業の凶作を承けて、ソ連共産党中央は37年の春播きカンパニアに並々ならぬ決意で臨んだ。エヴドキ-モフら、アゾフ=黒海地方の新指導部にとっても、旧指導部失脚の一因が前年の農業カンパニアの失敗にあった以上、その成功は自らの地位の保全に関わる第一義的課題であった。彼らは弱体なソヴエト機構、農業機関の頭越しに、このカンパニアを直接掌握し指導した。かかる状況はアゾフ=黒海地方に留まらず、36年農業生産に失敗し、農業の指導的活動家が追放されて一連の地方・州に共通してみられた特徴であった。同時に37年の春播きは、大テロルの新たな段階を画した党中央委員会2ー3月総会(1937年)の直後という異様な雰囲気を背景にして実施された。地方の指導部と活動家にとって、「人民の敵」を積極的に摘発することが自らの「階級的警戒心」を示す証となった。他のあらゆる活動分野と同様、播種カンパニアにおいても様々な欠陥が「人民の敵」の仕業とされた。しかも播種が収穫の成否を左右する重大な課題であるだけに、テロルによる制裁と威嚇が果たす役割は高まらざるをえなかった。春播きカンパニアを通じて、多くの下級活動家のみならず、地方・州レヴェルの指導的活動家もまた「人民の敵」として摘発、追放された。党中央委員会2ー3月総会と大テロルの全面的展開に至る背景には、工鉱業分野でのケメロヴォ裁判(36年)やピャタコフ裁判など、様々な要因が存在する。しかし上述の検討から、大テロルが農村の末端にまで浸透し、さらに地方指導部をも襲うに至った一つの要因に、37年春播きカンパニアがあったことを結論してよい。36主の凶作を引きがねとした地方党組織と農村への政治的抑圧は、37年春から夏にかけて一層苛酷な様相を帯びることとなった。
