私の研究は、計画調書に記したように、2つの側面からなる。すなわち、第1は、文献研究による予算編成過程の解明であり、第2は、イングランドとウエ-ルズの449の地方自治体にたいするアンケ-ト調査である。私は、1990年の夏までは主として前者を行い、それ以降は主として後者を行った。研究の重点は、もちろん、後者におかれた。そこで、ここでは、後者の状況に付いて報告する。予算編成過程に関する郵送調査は、日英の学会を通じて初めての試みであるため、先行する研究が全くない。そこで、私は、1990年11月に予備調査のため渡英し、バ-ミンガム市をはじめ6つの自治体を訪問して財政担当者に面会して、アンケ-ト調査票の原案を示して意見を求めるとともに1990年度予算の編成の実状について聞いた。帰国後出来上がった調査票は、1991年1月25日に、449団体に対して発送された。調査票の回収状況はきわめて良く、3月11日現在回収率は、60.5パ-セントである。なお、3月5日に、督促状が193団体に対して発送された。したがって、最終回収率は、80パ-セントを越えるであろう。この点で、まづ、この調査は大成功であったと言えるであろう。送られてきた調査票は、現在、審査中であるが、気が付いた点を一、二記せば次のようである。第1に、予算編成の方法は、大ざっぱに言って、基準予算編成と目標予算編成であること、第2に、予算編成に携わる関係者は、リ-ダ-,首席支配人、財政部長等であること、第3に、コミュニティ・チャ-ジによって地方財政が効率的になったと言う財政関係者は少ないということである。
