株式会社公企業の経営効率化の方策を、主として、「第三セクタ-鉄道」の経営状況を調査するなかで検討した。すなわち、国鉄特定地方交通線の転換線を対象に、それらの設立の経緯および現在の経営状況について、当該鉄道会社、道県庁、市役所および町村役場で調査・資料収集をおこなった。例えば、伊勢鉄道はJR線の短絡線になっており、JRの特急列車の通過にともなう運賃収入が経営基盤の安定化に大いに貢献しており、他の「過疎路線」とは異なる性格をもっている。のと鉄道は、同じ能登半島でも輪島周辺と異なり、観光での集客は困難で、地域住民を中心にした輪送をおこなっている。しかし、金沢市への直行バスとの競争や、JR路線の一部引き受けによる路線拡大が新たに加わり、経営的に厳しい状況にある。北海道ちほく高原鉄道は企業としての存続が困難な鉄道路線ではあるが、北見圏と帯広圏とを結びつける路線であり、地域経済の結合や人的交流などにとって重要な役割をになっている。山形鉄道は高校生の通学を中心にした路線であり、地域住民・地元自治体との関係をみると、山形新幹線の開業による東京との直結を考慮しても、経営的には厳しい状況にある。近年における都市近郊への交通アクセスの開発や都市再開発のなかで、「第三セクタ-鉄道」が設立されていること、また新幹線の整備にともない、在来線の分離・第三セクタ-化が提起されている現在、「第三セクタ-鉄道」における諸類型の検討を通じて、鉄道整備の財源問題および経営基盤のあり方について、今後とも、より一層の調査・検討が必要と思われる。
