项目摘要

農業・農村サイドの土地基盤整備事業(緑農住区事業業、集落整備事業、一般の圃場整備事業)を検討した前年度を成果を踏まえて、今年度は、都市計画サイドの土地基盤整備事業の実態を調査するとともに、土地基盤整備事業とゾ-ニングとの関係、および農業・農村サイドと都市計画サイドの事業の連携のある方を検討した。結果は次の通りである。(1)土地所有者が開発(農地転用)のフリ-ハンドを持っている市街化区域では、すぐに「転用すべき農地」と当面「保全すべき農地」を区分し、土地所有者の希望に応じて土地交換を行わせ、区分に応じた土地基盤整備を行うこと(たとえば、段階的土地区画整理事業など)は因難である。ただし、市街化区域内農地に対する宅地並み課税が厳格に実施される場合にはうまく行く可能性がある。(2)土地基盤整備事業はゾ-ニングの運用と連動させてこそ有効に機能する。現在は両者の連動が十分になされていないために、市街化区域に編入しながら土地区画整理事業ができなかったり(いわゆる「食い逃げ」)、「転用すべき農地」と「保全すべき農地」との交換が十分進まなかったりしている。(3)宅地と農地の基盤整備を一体的に行い、「転用すべき農地」と「保全すべき農地」の交換を十分に進めるには、土地区画整理事業と圃場整備事業を一つの事業として実施できるのが最善である。それができない場合には、両事業の連携をスム-ズに行うために、(1)圃場整備事業の一時利用地段階での土地区画整理事業の開始、(2)圃場整備事業段階での道水路や公園用地などの事前確保ができるように、事業制度を改善する必要がある。
