本研究のねらいは、住民(消費者)と商業の視点から大規模小売店舗法とその緩和が地域に及ぼす影尾を分析し、今日の規制緩和=自由競争=新規参入論の本質を現実にてらしてえぐり出す事にある。したがって本研究は系統的な実態調査を特色としているが、それは次のように行われた。第一に、静岡県内および静岡市に関し、県・市はもちろん、関係諸団体と緊密に連絡をとり、全国的典型としての「静岡方式」の歴史と現状を分析した。第二に、東京周辺および愛知を中心に、九州、中国、近畿、中部、関東、北海道の各都道府県および各都市を調査し、特に地方都市における集中出店の典型としての新潟市および松本市等についてまとめた。第三に、一九九一年7月一日の時点で、地方自治体を対象にアンケ-トを行った(九二八自治体)。その内容は、(1)通産省通達以降の三条届出と出店調整状況および見通し、(2)中型な規制のための条例、要綱とその改廃に関するものである。回収数は二四四自治体、回収率は二リ・三%であった。第四に、上記に自治体および商工団体(約ー五〇)から資料を収集した。その内容は、(1)ス-パ-進出の状況、(2)商調協における調整状況、(3)条例・要綱と中型店規制の状況等に関するものである。以上が実態調査の概要であるが、性格上、早期の公表が望ましいので、これらの現地調査・アンケ-トおよび収集資料を分析し、雑誌『流通動向』八号(一九九二年三月二〇日頃発行予定)に「大店法緩和と地域への影響ー中型店規制も含めてー」と題して、公表の予定である。3の内容は、(1)大規模小売店舗法と全国的出店動向。(2)地域別の出店動向と出店調整の特徴、(3)超大規模出店と地方都市、(4)中型店等規制の頃状からなる大部の調査報告である。
