项目摘要

1.標記の研究課題「現代イギリス地域政策とサッチャリズムの研究」に関する本年度の実績は、戦後イギリス経済政策の前提である「公共選択」論におけるいわゆる「全員一致の憲法的な社会的合意」というベき1944年『雇用政策白書』とその不可欠の構成部分である地域政策の制度的フレ-ムワ-クとなった「1945年産業配置法と」と「1947年都市・農村計画法」がいかなる政治的・経済政策思想的な背景の下で成立したかを解明した。2.この「憲法的な社会的合意」とは「高度かつ安定的な雇用」(事実上の「完全雇用」)を実現することでありこれには国民経済レベルの総括的政策手段である財政金融政策が割り当てられるが、地域政策とはその下でもなお解消されない失業率(→厚生水準)の地域間不均衡ないし社会的に許容しえない特定区域の高失業率を是正するために地域産業構造の多角化や成長産業の誘致を目的とし「(立地)規制と(財政金融的)誘導」を手段とする産業立地政策が割り当てられるものである。3.「完全雇用」という「憲法的な社会的合意」とは対称的に、戦後イギリス地域政策におけるかゝる産業立地政策の活用とその方法をめぐって保守・労働両党は厳しく対立した。特に産業(企業)立地に対する国家の直接的干渉には保守党が消極的ないし否定的、労働党は積極的であり、誘導政策手段としての企業への現金補助金に労働党が積極的で、それに否定的な保守党は(自由・加速)償却制度の活用を主張した。こうした見通しの下で、91年度では戦後初期の地域政策確立期の研究を完了した。引き続き92年度中に研究成果を公表していく予定である。
