湖南省西北部の少数民族居住地帯の武陵源区で、1970年代中頃に“発見"された張家界などの景勝地を外貨獲得のための国際観光資源とする大規模な地域開発が展開されている。1985年に域内の大庸市に創設された武陵大学には観光学科が開講され、すでに国内外からの観光客は1992年度で100万人を超え、1993年度には150万人に達しそうである。1991年11月に着工された大庸市近郊の空港建設も進み、1994年10月には開港が予定されている。このような大型開発プロジェクトの急速な進展は、当然、地域の農村・農業と住民生活を激変させるとともに、さまざまな環境問題を惹起しつつある。それら農村・農業問題および環境問題を現地調査によって克明に追い、事態の悪化を少しでも早い段階で防止し得る対策立案に有効な提言資料をまとめようとするのが、この調査・研究の目的である。現地調査は平成4年度〜5年度にわたって計画されたものであるが、項目別に、2年度にわたって調査できたものと、単年度調査で結果をまとめねばならぬものとあった。今年度の現地調査は、平成5年10月〜11月と平成5年3月に、前年度の現地調査の補足を含め、下記の項目を重点に実施した。1、武陵源区の自然環境諸相の現状観察。とくに、植生調査、鳥獣調査、水貭調査。これらの調査に当っては、長沙農業現代化研究所生態研究室の王鵠生室長と現地で合流した山形大学農学部の桑原英夫教授(水文学・平成6年3月退職)の協力を得て遂行した。2、武陵源区の社会・経済の基本状況調査と、武陵源区を対象とする地域開発、とくに張家界、索渓谷、天子山、の“3点セット"を目玉とする行政の動向および、開発に伴なう地域経済の動向。3、予想をはるかに上回るスピードで進行しつつある武陵源区の観光地化が住民にどのように受けとめられ、その生活意識をはじめ、営農と生活の形と内容がどのように変化しつつあるのかを探るため、対象地の先住民・少数民族(とくに土家族)の農家調査。前年度の索渓谷鎮双峰村、文風村の農村の場合と比較するため、今年度は張家界村の農家に対象をしぼった。4、観光客の出入りの急増とともに激増しつつあるゴミ処理が大問題になっている。このことは、前年度、武陵大学旅游学科の学生たちとともに張家界国家森林公園内で実践したゴミ拾いによって確認させられたが、今年度、再び、同地帯を歩いて、ゴミ散乱の“その後"を観察調査した。湖南省科学技術委員会、大庸市人民政府、武陵大学、中国科学院長沙農業現代化研究所、各機関の協力によって得た結果の概要は、次のとおりである。1) 1980年代末から始まった改革・開放政策,市場経済への移行をめざす中国経済の過熱ぶりは既に多くのジャーナリスティックなルポルタージュなどで伝えられているとおりであるが、その情報はほとんど沿海地域の都市と農村や経済特区に関するものであった。しかし、いまや、その影響は急速に内陸の農山村にまで及び始めている。この調査研究を進めている間にも、ホテルをはじめとするすさまじいほどの建築ラッシュ、大規模な商業活動の展開を目画させられた。2) 速効性の経済効果をねらう観光事業を主柱とする開発であるがための二次的な「負」の影響が激しく現われてきている。そのことによる農村・農業の崩壊と住民意識の変化は「人心荒廃」に結果していく方向と見られ、有識者たちの憂慮は深刻である。3) 自然環境破壊・環境汚染に歯止めをかけようとする対策を内容とした行政努力も始まっているが、ユネスコの21世紀へ残す遺産条約の指定を受けた張家界国家森林公園を抱えているため、きびしい努力が強いられることになる。4) 開放政策でもたらされた“自由"によって、少数民族はこれまで抑圧されていた独自の習俗文化に目ざめ始めている。巨大な地域開発による画一的価値観は、その芽を再びつぶすかも知れない。地域開発と民族文化との新たな問題が生じつつある。
