1.農村公園の整備状況の高い福島県中島村、ここと近接し農村公園の整備はほとんど行われていない福島県矢吹町、また、調査の便を考慮して盛岡近隣である程度農村公園整備を行っている岩手県紫波町を調査地区に選んだ。農村部にはモデル事業などで整備される農村公園だけでなく、公園と名付けられてはいないけれども公園相当の機能を果たしている寺社の境内や集会所の広場や集落で整備したゲートボール場などが存在する。しかし、これらの農村部の公園整備状況は未整理であるので、いわゆる農村公園以外の施設も含めて公園台帳を整理しその全体像を把握する必要がある。公園の整備状況は町村により様々だが、いわゆる農村公園が整備されていない集落でも3〜5割程度の集落には遊具を備えた広場やゲートボール場がある。乳幼児は身近な公園を比較的頻繁に利用し、高齢者によるゲートボール場利用も盛んである。公園の立地条件や施設内容によっては小学生の利用も割合ある。盆踊りや運動会などの集落行事や集落対抗競技の練習などの盛んな集落では、中学生から一般成人も利用している。農村部の公園配置について、乳幼児向けの遊具は集会施設の前庭や広場の片隅など適当な場所を見つけて各集落に整備し、小学生向けの遊具やゲートボールや地区行事にも利用できる広場を備えた公園は、集落行事の開催頻度、集落の世帯数、小学校の校庭開放などを勘案しながら、1〜3集落ごと、場合によっては旧村ごとに1箇所程度の整備でよいと考えられる。
