项目摘要

筆者は、これまで、国民国家の調整能力、統合力をテーマとしてきたが、本研究では、地域社会と国民国家との関係の変容を分析した。すなわち、近代社会では、国家は、国民国家として、その領土内の地域を包摂、統合し、中央主権化をすすめてきたが、現在、情報化、グローバリゼーション等の要因によって、国家と地域との関係は揺らいでいる。国家の再配分政策、国土開発にもかかわらず、国内で、中心と周辺の二元化、乖離、不均等発展が進み、国民国家の統合力は相対化されており、経済的な中心地域は、国際都市として国家から自立する一方で、経済的に周辺的に位置づけられていた地域は、中央を経由しない地域間の交流、他の国家の地域との交流をすすめるなど、地域独自の国際化の動きが見られる。それは、一方では、地域の多様化、個性化が進むともみることができる。しかし、他方では、国家にとっては余分な機能を地域に任せ、国際化、情報化という環境のもとでより高度な機能(危機管理、情報管理)をはたすとも見られる。そこで、近代以後の国家と地域社会との関係の歴史的変容を中心と周辺の関係から理論的に整理するともに、現在、日本海側の各地域で進められている、「周辺」地域が主体で中心地域とは異なる国際化をめざす「環日本海構想」を事例にして、この関係を考察した。現段階では、自治体が主体であり、日本海側の中心となるために、各自治体が直行便の航路の開設にしのぎあっていること、これからは、地域の共通の問題として何が認知されるか(例えば、環境問題)、日本海側の各地域社会間の関係、日本海側の地域と太平洋側の大都市との関係、中小企業と大企業との今後の関係が重要なポイントなることがわかった。
