1980年代以降、大都市、とりわけ東京を中心として発生した急激な地価の上昇は、資産格差の拡大や住宅問題の深刻化といった数々の社会問題を生みだしたが、それは同時に、大都市中心市街地における「都市再開発ブーム」(都市空間の再編)が醸成されていく過程をシンボライズするものでもあった。このような空間再編成と地域変容のプロセスは、(1)個別の建て替えや比較的小規模な再開発が進行していくケースと、(2)地域単位での再開発事業(「再開発運動」)が進められていくケースとに大別されるが、本研究では、そうした実態を東京都千代田区、新宿区等における事例研究を通して考察しようとした。とりわけ、(2)の地域レベルでの「再開発運動」の実態は、主として80年代に進行した不動産資本による土地の大規模な買収(その中にはいわゆる「底地買い」や「地上げといったケースも含まれる)の後始末的色彩が強くなっている。土地の権利が次々と法人企業に移転し、大量の住民が転出した後で、不動産資本、行政、残された住民の三者が協調態勢をとることによって大規模な再開発事業が進められているのである。しかしながら、住民各自の「生活戦略」の中で土地をどのように活用するかというイシューをめぐって、土地所有や職業等を異にする住民諸層の間で葛藤が生じている上に、1990年代以降の経済環境の変化(いわゆる「バブル経済」の崩壊)も手伝って、「再開発運動」をめぐる情勢は厳しさを増している。1980年代の地価高騰と「再開発ブーム」は、一面で、都市住民の「生活戦略」における土地の資産価値とその価値に対する期待水準を大幅に上昇させていったが、その意味で、高度経済成長期以来連綿と続く「土地本位制」は、住民(地権者)レベルでの「生活世界」の深層へと内在化されつつ、新たな形で再生産されているといえよう。

Since the 1980s, metropolitan areas have experienced rapid growth in urban areas, and social problems such as the deepening of urban housing problems and asset inequality have arisen. This study is intended to investigate the case studies of spatial reorganization and regional diversification,(1) the progress of small-scale redevelopment of individual construction and comparison, and (2) the progress of redevelopment projects at regional levels ("redevelopment movement"). (2) The actual state of the "redevelopment movement" in the region is mainly due to the large-scale purchase of land for real estate capital in the 1980s. Land use and corporate migration, large numbers of residents, real estate capital, administration, and residents are coordinating efforts to advance large-scale redevelopment.
