生涯学習都市宣言第1号の掛川市の生涯学習のまちづくりは、これまで、1960年代以降に欧米から取り入れられた生涯教育・学習論と、特に「第三次全国総合開発計画」(いわゆる三全総)に影響を受けた都市経営とを結びつけた新しいアイデアによるものとされてきた。しかし、同市の生涯学習のまちづくりに関しては、同市に古くから脈々と続いている二宮尊徳の報徳思想による報徳社運動の歴史的土壌を生かそうとしている点を看過することができない。報徳社運動に関しては、戦後の政治思想史、経済学、教育史等の先行研究により、「国民支配」の運動とか、日露戦後の現実問題処理の運動として簡単に片づけられてきている。しかし、掛川市等に残された報徳に関する第1次資料を分析した結果、報徳社運動には、人生や地域をより善くしようと生涯にわたって教育・学習活動をしたという側面があることがわかった。さらに、同市の生涯学習のまちづくりも、報徳社運動の歴史的土壌を生かした人々の生涯にわたる教育・学習活動という側面があることもわかった。現在、日本生涯教育学会等の学会では、日本の伝統や先人の思想・知恵を生涯学習のまちづくりに生かすという観点からの研究は提出されていない。しかし、掛川市の実践例は、今後生涯学習が外国からの輸入ではなく、また行政のみの主導ではなく、住民一人一人が参加し創造していくものとなることに多くの示唆を与えると思われる。
