本研究はミルの商業社会認識の変化が,彼の自由主義思想をどのように深化させたかを,統治論を中心に考察してきた。ミルの商業社会認識とそれに基づく統治論の変遷は,次の4つの段階に区分することができる。第一段階は,ベンタム派伝道時代であり,理性への限りない信頼に立脚した代議制民衆政を主張していた段階である。第二段階は,商業社会における道徳的腐敗を認識した段階である。そして,そのことによって旧社会の解体が新社会の成立条件を自ずとつくりえないと考えるに至り,社会成立の必要条件として権威を強調することになった。この段階でミルは,権威を否定し自らの理性に従うように説くリベラリズムにきわめて批判的となり,真の代議制民衆政と偽りの代議制民衆政との区別を強調するようになる。後者が「民衆自身の一致した意見」による統治であるのに対して,「民衆が自分達自身で統治するのではなく,民衆が自らの統治者を選択する」ことを真の民衆政と位置づけた。しかし,この段階では,民衆が最も賢明な人々の意見に自ずと従うことに楽観的な展望をもっていたのであるが,この展望は激烈な競争の下での個人の埋没という認識によって崩れていく。さらに,ミルは大衆的商業者会の下では,世論が積極的に少数者を抑圧すると認識するに至る。この第四段階でミルは,デモクラシーの真の弊害が,「無政府状態」を生み出すことではなく,「中国的停滞と不動性」にあると認めるようになる。こうした認識が,対立する諸原理の均衡と統一を希求するという,一見すると矛盾した外観をもつ,ミルの自由主義を支えることになったのである。以上のように,本研究は,ミルの自由主義の深化を彼の社会認識の発展と関わらせて明らかにしたものである。
