项目摘要

1990年以降長びく不況のもとでアメリカの州・地方財政の多くは、1929年の世界大恐慌以来の深刻な財政危機にみまわれた。1970年代半ばにもニューヨーク市やクリーブランドでは事実上の破産を余儀なくされているが、近年の状況はそれをはるかに上回るものであった。1991年にコネティカット州のブッリッジポートが破産宣告をしたことに続いて、カリフォルニア州内のいくつかの地方政府やデトロイト、セントルイス、ピッツバーグなどその危機的状況は全米各地に広がっていることが明らかにされた。本研究では各州およびその代表的な都市について財政危機の原因となる経済的背景、一般会計収支、財政健全度(Fiscal Health)などについて検証し、さらにニューヨーク州とカリフォルニア州および州内の地方政府について詳細に検討した。そこで明らかにされたことは、まず第1に全体的に1989年をピークに収入が大幅に落ち込んでいること、第2に連邦補助金などの依存財源、財産税などの自主財源ともに大きく減少し、公共料金の引き上げや環境関連税を中心とした新税の導入など、受益者負担の強化によって賄わざるを得なくなっていること、第3に財政危機は、1970年第以来人口が実質的に減少するその一方でホームレスの急増、麻薬や犯罪発生率の上昇、エイズ(AIDS)の拡大などの深刻な社会問題、都市問題を抱える大都市に集中的にあらわれていることなどであり、市職員の大幅な解雇や市民向け行政サービス水準の低下などといった事態が検証された。わが国においても地方財政の多くは赤字財政を余儀なくされており、ビッグプロジェクトの計画縮小、公共料金の引き上げなどがおこなわれているが、1990年代のアメリカのケースはわが国の地方財政の将来を考えるうえでもきわめて貴重な教訓であるといえよう。
