当初より、本研究は、第1に原発問題をとらえる枠組みの構成、第2に島根原発をめぐる地域問題の分析、という2つの課題を設定していた。研究ではまず第1の課題を達成するため、(1)関連の先行業績を検討するとともに、(2)全国紙における原発関連の記事を収集し、また(3)世論関係の資料を収集することによって、原発問題をとらえる基本的な枠組みを構成した。そこで明らかになったことは、原発問題をとらえる際には、社会学の各分野のうち、社会問題論、社会運動論、生活構造論という3つの分野からのアプローチが有用であり、それらを総合した視点が必要であるということである。同時にまた意思決定の過程についての考察が重要であり、政治社会学的な観点からの接近も欠くことはできないということも明らかになった。第2の研究課題である、島根原発の研究は、これら4つの研究分野(政治社会学、社会問題論、社会運動論、生活構造論)との関連で進められていった。具体的には、政治社会学の枠組みをもとに地域政治における意思決定のありようを探るため、地方政治家や議会議事についてのデータが収集された。社会問題論との関連では反原発団体の活動を、主として地方紙を中心に検討した。原発問題をどう考えるかということにかんしては、住民全体が決して一様な意見を保持しているわけではない。商工会と漁民の見解の相違などは顕著なものであるが、そこには当事者の生活のありようが反映している。そして、生活は地域の長い歴史と関連している。したがって、原発所在地である鹿島町の歴史について考察することも重要であると判断し、資料収集を試みた。以上の基礎的な資料をもとに、今後さらに分析を進めていく予定である。
