本研究の目的は、1980年代以降に進行した人口および社会・経済・文化などの諸機能の東京一極集中化および国際化の意味を、地方社会の側から実証的に明らかにすることにあった。具体的には、事例を通して、(1)東京への一極集中、国際化、情報化、経済サービス化の進行が地方社会にいかなるインパクトを与えてきたのか、(2)それに対して、地方がいかなる対応をしてきたのか、(3)その結果として各地方に新たにどのような社会的経済的文化的状況と次段階への変動の可能性を生じさせることになったのか、を実証ししようとするものである。研究は現在継続中であり、研究成果報告書の完成には至っていないが、これまでに明らかになった点を概述すれば、以下の通りである。1)東京一極集中および経済の国際化は、概して地方の経済活動の停滞をもたらしている。事例地域に関しては、特に青森津軽、新潟魚沼が地域産業や住民生活のうえで厳しい状況にあり、産業・経済構造の再編成を引き起こし、とりわけ、労務提供型、下請加工・組立型産業の海外移転に伴う地域産業の空洞化を招いている。2)ただし、消費関連財産業や生活関連サービス産業は一定の展開を見せており、後者については大手資本の積極的な進出により地元資本の再編成が進みつつある。3)茨城に関しては、首都機能の外延的拡大による地域構造の再編成が進行しつつあり、国・県が一体となった大型プロジェクトの推進は、県域を越えた範囲での産業構造の再編成が進行しつつある。4)市町村レベルでは、厳しい状況の中で、地域の活性化のために、自治体と住民とが一体になった地域の歴史・文化資源の発掘とその観光資源としての活用が意欲的に展開され、これを地域からの情報発信することにより、「交流」を通した地域づくりが進みつつある。5)このことは、従来のような産業開発型の地域振興からの一定の方向転換を意味するものであり、新たな地域の定住条件の形成を住民が模索しようとする試みであると評価される。6)こうした過程で、市町村の枠を超えた生産・生活諸機能の多元的なネットワークづくりが、ますます必要となってきている。

The purpose of this study is to demonstrate the centralisation and internationalization of Tokyo's population, society, economy and culture since the 1980s.
