本研究では、まず、ここ数年の教護院に関する既存の調査、研究、文献等の分析を行うことから研究を開始した。文献等の収集にあたって、主に協力を仰いだのは都立の萩山実務学校と誠明学園である。それらの内容を検討した結果、教護院を対象とした全国調査はここ1年間に、実に7件にものぼりことがわかった。そのうち、最も数字の信頼性が高く項目的にも進路指導に関する項目を比較的よくまとめているのが『全国教護院運営実態調査』であった。しかし、この調査も制度を尋ねるにとどまったり、質問項目に基準が曖昧な点があるなどの短所が見受けられた。これに代表されるように、教護院調査は多く実施されてはいるものの、内容の重複や、精度に欠けているものがあることから、まず、既存の研究で、進路指導について、何が明らかになっているか、また不明なのかを明らかにし、その不明な点を本研究の質問項目にできるように、調査表の検討・作成をすすめた。現在、『全国教護院運営実態調査』等であきらかになっている進路指導に関する事柄は教科指導の体制と教員の資格、生活寮の職員体制、高等学校等への受験人数と合格者数、設備、就職者数、アフタ-ケアの実施の有無である。そこで、本研究の調査項目の柱としては、施設の進路に関する基本方針、進学率および進学・就職にあたっての困難なことがら等を置くこととし、現在、最終の質問文の検討を行なっている段階である(発信用の封筒は用意済)。なお、調査表をつくるのと同時平行で、可能な限り、特徴的な処遇を行なっていたり、また既存の調査で入所児童の増減等の動きがみられた教護院を視察調査(15ケ所)を行なった。さらに児童相談所や家庭裁判所や情緒障害児短期治療施設にも、聞き取り調査を実施し、その結果、措置機関のあり方が、教護院の入所率や処遇、はては進路問題に関して、大きな影響を与えていることが把握できた。
