1.当初の計画は,ドイツ地方自治体(特に北部諸州の都市部)の社会福祉行政構造の時系列的変化(具体的には、1970年代〜80年代の地方行政改革の動向)を客観的に記述して一般的傾向を仮説的命題として提示し,さらにこれらの事実及び事実命題を同時期の日本における地方自治体の福祉行政構造の実態と比較してそのドイツ的特徴を浮き彫りにすることであった。2.研究期間の実績は,(1)1980〜90年代の旧西ドイツ諸州所属自治体全体の福祉行政をめぐって,権限は配分のしくみ及び配分された権限が監督されるしくみを解明するという仕方で,自治体福祉行政構造の静態的全体像を明らかにしたこと,(2)当該構造の中でも,郡/郡独立市行政に政策実施権限が実質的に集中し,かつ構造内上級審級である連邦行政・州行政による郡/郡独立市行政に対する専門監督がゆるやかになる傾向にあることを明らかにしたことである。しかし,福祉行政構造の動態的全体像を明らかにするという次の研究段階に進むことはできなかった。その原因は、(1)ドイツ地方自治体の1970年代〜80年代の行政改革に関する一次資料特に官庁文書を研究期間に入手できなかったこと,(2)行政改革の過程が自治体ごとに多様で,これらを分析するアプローチをとしての「行政構造の変化」は一般的・抽象的すぎたことである。3.今後の研究計画は,(1)福祉行政の階統制構造の非階統制構造への転換,具体的にはチーム組織の自律化並びに外勤職員の行政組織上の地位の向上・自律化というアプローチの下に諸文献を分析して仮説上の記述モデルをつくり,これに従ってドイツの郡/郡独立市福祉行政における事務職員とソーシャルワーカーの関係をめぐる改革の実態を分析し,この記述モデルをより客観的なものにすること,(2)自治体福祉行政組織に関する規範モデルを作るために,ドイツ,日本,英国,米国の行政実態を当該記述モデルに従い比較分析することである。
