本年度は、ベルギー連邦化の背景にある社会構造的要因の分析に焦点をあて、あわせて分析のための理論的枠組みを整えることを目指した。ベルギー関連の学術雑誌論文、1991年のベルギー総選挙時に行われたパネル調査のロ-・データなども予定通り入手したうえで作業を進めることができた。ベルギーの連邦化をめぐる政治過程の分析は、80年代までに関しては、ほぼ見通しをたてることができたと考えている。ベルギー連邦化のプロセスは、第2次大戦直後にまで遡ることのできる長いプロセスである。そして、このプロセスは、第二次大戦直後からの言語集団間の対立が要因となっている60年代前半までの時期、言語政策面での領域性原理の強化が両言語集団間の分極化をもたらした60年代半ば以降の時期、各言語集団・各地域を基盤とする政党がその地位を確保し、政党間のバ-ゲニングが要因となっている主に70年代、進展した統治機構の変容が制度論的要因となった80年代、そして移民問題もからんで分離主義をとなえる極右政党がオランダ後圏で台頭したことに端を発して連邦化が促進された90年代に大きく分けられることが判明した。90年代については、一次資料がまだ不足しており、次年度以降の課題となっている。また、ロ-・データを使った分析は、95年5月に行われた総選挙後のデータとの比較を行いたいと考えており、これについては、現地でのデータが未だ入手可能な状態にないため、次年度以降の課題としたい。
